Boats Buff: For the seafaring folk amongst us

Boats are fun, but they're kinda underpowered, atleast with the current PVP-oriented features.

While cars can be prevented from decaying via powered lifts, and shop vehicles can be stored, boats decay no matter what, even when held on a workshop on a upkept base. I think it would be nice to atleast make sea living wipes possible.

you only ned to move the boat from the steering wheel for a player build one every 24 hours to stop it from decaying and if you are on Survival where we have no decay leaving it on the build station in build mode will also stop decay
