Cameras. You give everyone who was waiting a camera and hold a photo competition over the weekend. Then come Monday the entries stop and you select the winner. All participants get a small prize, but the winner gets the main one. This would:
1) Give you time to sort out what prizes you would want to distribute
2) Urge people to take a new approach to the game and become creative
3) Only the people who were waiting get one for free, so in turn, it could upsell the shops' cameras to players who want to participate, but weren't waiting
It brings more notoriety to an item not often used, it's relatively easy to set up, and it's a bonding event for the community. The winning photo can be pasted on a wall somewhere until the next wipe for the server to see.
PS: This also isn't game breaking, so those who were waiting aren't leaps ahead of the rest of the server.
