Your Rust isn't updated to the new version. Completely close the game and Steam should detect an available update for Rust. Once that update is installed, you should be able to join normally. If Steam doesn't automatically detect the missing update, closing and reopening Steam should force it to check for missing updates.

Try connecting to the server directly using the IP address rather than the server browser. Open the console (F1) and type: client.connect 199.231.233.63:29014 If that doesn't work, please screenshot the error message you get.
