So i am new to Rust on my 3rd wipe on pure. I have asked  if there was a version of Pure that had radiable NPC or like tier 3 monuments being PVP zones. I was told its vanilla and not modded. Then you put a waffle house on the map. I bring this up cause when i google this question thousands of others have been asking for the same thing for years. So my question is. Why are the server hosts so committed to not listening to their players. With pure being the way it is the monuments are almost always dry, No camping monuments but if you dont, you wont ever to get to run  one. Radiable bases would take the pressure off the monument's. I see in the chat allot are like me, learning the game and mechanics before going PVP, this will help us learn how to riad, Calling raid on our own bases will help us learn to defend and give us a reason to use the turrets that are given as gifts for not reason. It blows my mind this question has been aksed for years online yet no one will just do it. Hell EZ could have done it with Pure+ as it stands im not sure what the point of + was to begin with. Why is it this so damn hard. I also seen either here or discord or in chat, someone from your team wanting more streamers on your servers, WHY? where is their content going to come from? running NPC monuments, that's not very entertaining. Then to tell us its cause its not moded and put a waffle house on the map is insulting to our intelligence I hope you know that. On the flip side everyone that has radiable basses also has boosts and TP and other bull shit. Why is Vanilla PVE with raidable bases impossible.

Our pure servers can't have any mods that change game play outside of what is available ad a base level inside of rust hence no NPC or raid base mods.

Adding things to the map[ and even running a fully custom map is allowed by facepunches TOS for a community sever which is what pure is

I understand where you're coming from, and it's a question we've seen come up quite a few times.

The main reason is that Pure is listed under Rust's Community servers, which are governed quite heavily by Facepunch's Community Server rules. Because of those restrictions, we can't add gameplay features that alter the vanilla experience, such as raidable NPC bases or other modded PvE content. Custom maps and monuments, like Waffle House, are permitted under those rules, which is why you'll occasionally see custom map additions while the gameplay itself remains vanilla.

If we were to add features like raidable bases to Pure, it would no longer qualify as a Community server and would have to move into the Modded category.

That said, we do offer many of the features you're looking for on our modded servers. From what you've described, I think Elysium would probably be the best fit. It includes custom NPCs at monuments, roaming train and convoy events that you can raid, and a much more challenging PvE experience overall, while still giving you plenty of opportunities to learn combat and base defensefrom the NPCS before jumping into PvP.

We know those types of features are popular, and we'd love to offer them on Pure if the rules allowed it. Unfortunately, that's a limitation set by Facepunch rather than a decision made by us.
