Add land pump to deco pack

Would it be possible to move the Land pump for water to something like the deco pack? Once you unlock then you can use NW to purchase going forward. I think this would help with managing water issues.

that is a store Item to help pay for the up keep of the servers moving it to a one time purchase would defeat that.
