Typically, items are where they were previously based on the length of the rollback, which is typically 30 minutes. We do not reimburse items lost as a result of game issues, including rollbacks, as it'd be impossible to reimburse everyone affected.
I will be looking into the cause of the crash and making changes if needed to ensure 100% uptime.
We're still working on trade issues. The not being able to recycle while sitting is intentional to resolve collision issues when accessing recycler while in a vehicle.
