This is on the list but is low priority as Granny mentioned. We had patched this previously but the fix was not ideal from a performance standpoint so we're looking into alternative options at this time. Closing this report as a similar bug is already pending.

Not a bug. It's to prevent players from attempting to do a Garrison right before its despawn timer. -
